Commissioner Lea Márquez Peterson Opens Formal Inquiry into Potential Use of Artificial Intelligence in Utilities’ Operations

Phoenix, Ariz. – On March 24, 2026, Commissioner Lea Márquez Peterson opened the docket, In the Matter of Researching and Discussing the Use of Artificial Intelligence (AI) to More Efficiently and Reliably Deliver Energy and Water to Customers (Docket No. AU-00000A-26-0060).  This will begin the Arizona Corporation Commission’s exploration into integrating AI into daily plant operations and distribution systems run by the state’s regulated utilities. 

"Our regulated utilities operate energy and water plants and distribution systems that are identified as critical infrastructure for Arizona,” stated Commissioner Márquez Peterson.   "Discussions have been occurring frequently at national and regional conferences on the use of AI to automate and improve services. It’s important that our Commission engage in the dialogue surrounding these technological advancements on behalf of our regulated utilities and their ratepayers."

Artificial intelligence can provide greater efficiencies and benefits to our ratepayers and utilities.  As the regulatory agency responsible for ensuring reliability and affordability, it is important for the Commission to be informed of the utilities' use of AI in a secure manner to protect and enhance our energy grid and water infrastructure.  Commissioner Márquez Peterson requests that regulated electric, natural gas, and Class A and B water service companies participate within the docket and provide information on the use of AI in their operations, including planning and forecasting, storm response, and procurement of equipment.  A workshop will be held before the end of the year to hear from stakeholders and subject matter experts, as well as to discuss information filed into the docket.
