Approved Biennial Transmission Assessments through 2031

All parties intending to build a transmission line must submit a ten-year plan for biennial Commission review, assessing the sufficiency of current and future facilities to satisfy energy demands. The 2022-2031 evaluation covers the reliability of existing and planned systems for local load, effectiveness of Commission-ordered studies, support for the wholesale market, and the appropriateness of planning processes. Arizona's plan features 27 entities and 76 projects spanning roughly 1,135 miles, and a 2.58% projected growth rate.

Sustainable Water Surcharge Approved for Global Water

The Commission mandates a semi-annual adjustment of the Sustainable Water Surcharge (SWS) rate in March and September to reconcile previous costs and recover recent expenses. The approved SWS tariff, deemed reasonable and beneficial to the public, is set at $0.0012 per 1,000 gallons.

Oversight of Southwest Gas Compliance

Arizona's Safety Division conducts routine Code Compliance Audits on gas utilities. Following leaks discovered between 2019 - 2021, SW Gas entered into a settlement agreement with the Commission, focusing on pipeline safety, effective training, and enhanced procedures for reporting, assessing, and repairing Grade 2 leaks in the state.

Cactus State Utility Operating Company, LLC

Cactus State, which operates water and wastewater utilities in nine states, has acquired 16 Arizona utilities and seeks more acquisitions. The Commission approved the transfer of assets and Certificates of Convenience for four smaller utilities, assigning them non-viable status to enable deferred debt recovery in future rate cases.
