Commissioner Myers Votes to Reduce Cost Shift to Non-Solar APS Customers

Phoenix, Ariz.— At the Arizona Corporation Commission’s Special Open Meeting on December 17, 2024, Commissioner Myers voted with the majority of the Commission to reaffirm its order in Decision No. 79293 (March 5, 2024) to reduce cost shifts from Arizona Public Service (APS) residential rooftop solar customers to its non-solar residential customers.

The record showed in APS’s last rate case that its residential rooftop solar customers are paying less than 70% of the cost to serve them and therefore are receiving the greatest subsidies from other classes and subclasses of customers (Decision No. 79293, p. 282-286). Consequently, the Commission found that it was just and reasonable and in the public interest for the Commission to authorize APS to charge their residential rooftop solar customers an additional fee to ensure that more of their costs of service are covered without causing additional subsidization by non-rooftop solar customers (Decision No. 79293, p. 286).

Nonetheless, in April 2024, the Commission granted the rehearing applications from Vote Solar, Arizona Solar Energy Industries Association and Solar Energy Industries Association (AriSEIA) and the State of Arizona Attorney General's Office, finding that the challenging parties needed an additional opportunity to be heard and present evidence against the Grid Access Charge.

“I am pleased we reaffirmed our decision to reduce the cost shift to non-solar residential customers,” stated Commissioner Myers, “the evidence in rehearing confirmed our initial finding that APS residential rooftop solar customers are indeed being subsidized by non-solar customers and therefore a Grid Access Charge in this case is just and reasonable and in the public interest.”
