Phoenix, Ariz. – Commissioner
Rachel Walden reaffirmed her commitment to Arizonans during her first
Arizona Corporation Commission Open Meeting on January 15, 2025. With a focus on ensuring reliable
utilities, protecting ratepayers, and maintaining fiscal responsibility, she
supported decisions that directly impact the lives of Arizona’s residents.
During Wednesday's session, the Commissioner voted on 19 items that impact
communities across the state. From supporting infrastructure expansions to
addressing securities fraud, her votes reflected decisions to foster growth,
protect consumers, and ensure reliable services for Arizonans.
Among the key decisions, Commissioner Walden voted to expand transmission capabilities in the West Valley of
metro Phoenix to support the region’s rapid population growth.
The approved South Mountain Transmission Project will enhance the resilience of
the power grid and ensure reliable energy delivery to residents and businesses
in this booming area.
Recognizing the importance of securing Arizona’s financial marketplace,
Commissioner Walden also supported actions on three securities fraud related cases. This
included authorizing the Securities Division to represent the commission in a
global settlement with the federal government and several other states against TMTE,
Inc. (aka Metals.com), recovering funds for victims of investment fraud. In a
second case, she voted in favor of imposing a penalty and implementing a
compliance plan against RMR Wealth Builders, Inc., which operated without
proper licensing. Another case concerned an investment advisor misappropriating
over $1 million from a charitable trust. Commissioner Walden’s vote was to
support the revocation of this advisor’s license, ordered restitution in the
amount of $1.1MM and assessed $150,000 in penalties.
Additionally, Commissioner Walden prioritized rural development by voting in
favor of water service territory
expansions for smaller utility providers. These decisions help
meet the needs of growing communities, supporting residential development and
small business growth in areas that rely heavily on dependable utility
services. Expanding access to water and energy not only supports families, but
also lays the groundwork for vibrant local economies.

the needs of Arizonans while fostering a fair and transparent regulatory
environment,” said Commissioner Walden. “Today’s decisions reflect my
commitment to holding accountable those who attempt to defraud our citizens.”
