ACC Adopts Vice Chair Myers Amendment for APS Summer Refund

Phoenix, Ariz.— At the Arizona Corporation Commission’s (ACC) April 22, 2025, regular open meeting, the Commission unanimously adopted an amendment proposed by Vice Chairman Nick Myers to provide a refund for Arizona Public Service Company (APS) customers in July and August.

APS filed an application to refund $52 million in uncommitted surcharge funds collected through its Demand Side Management Adjustment Charge (DSMAC) and Renewable Energy Adjustment Charge (REAC) to fund Commission-approved program costs. According to APS, there is approximately $9 million in uncommitted demand-side management (DSM) program funding and $43 million in uncommitted Renewable Energy Standard program funding.

This balance is due to the approved collections being higher than the currently proposed collections and the success of the Green Power Partners program. This voluntary program allows APS to sell Renewable Energy Credits to commercial customers and credit the revenue back to customers through the REAC.

 During the open meeting deliberations, Vice Chair Myers offered a verbal amendment to direct APS to provide the refund to customers in July and August, to help offset higher summer bills. The Commission approved the amendment and the Company’s refund application.

 “Arizona summer electric bills can be tough to bear; I’m glad the Commission voted unanimously to adopt my amendment to return an overcollection of funds to the ratepayers in July and August,” stated Vice Chair Myers, “This will help offset some of their bill during the most needed time.”

 Customers will be refunded in July and August based on their energy usage. It is estimated that the average residential customer may receive approximately $23 in bill credits, about half each month.
