Eagl, LLC (L-21323A-26-0244-00263) – The Commission approved a Certificate of Environmental Compatibility (CEC) authorizing the Eagle Eye Energy Center Project located in La Paz County. The project includes a 700 MW natural-gas fired generation facility with 14 turbines, each with a capacity of 50 MW. A 4.7 mile long transmission line will be constructed, interconnecting the Project’s non-jurisdictional battery energy storage system (BESS) facility and to the regional grid. The Commission previously approved a CEC for a transmission line connecting the project’s non-jurisdictional BESS facility, which will be comprised of a 400 MW solar generation system along with a 400 MW battery storage system. The natural gas facility is located on private property in an unincorporated area of La Paz county, about two miles north of the community of Wenden, AZ.
Picacho Water Company (W-03528A-26-0239) and Picacho Sewer Company (SW-03709A-26-0240) – The Commission voted 4-1 with Commissioner Thompson dissenting to approve an Off-Site Water Hook-up Fee, and again voted 4-1 with Commissioner Thompson dissenting to approve an Off-Site Sewer Hook-up Fee for all future (new) customers of the Picacho companies. Picacho serves nearly 2,000 water and wastewater customers in the Robson Ranch master planned community. The utilities were previously owned and operated by the developer (Robson) until they were sold to JW Water in 2025. Current customers are not subject to the new Off-Site Water Hook-Up fee. The current developer (Robson) will pay 25% of the actual costs of new facilities needed to accommodate growth; while new Picacho Water customers and developers will be subject to new Off-Site Water Hook-up fees ranging from approximately $1,200-$200,000+ depending on the meter size and size factor. Likewise, new and future Picacho Sewer customers and developers will be subject to new Off-Site Sewer Hook-up fees as well.
Arizona Public Service Company (E-01345A-26-0401) - The Commission voted unanimously to approve a credit to Arizona Public Service Company Customers on their November 2026 electric utility bills. The bill credit is due, in part, to the success of the Green Power Partners program and an approximately $33.6 million uncommitted balance in the utility’s Renewable Energy Adjustment Charge (REAC) fund. The REAC appears on residential customer bills as an “Environmental Benefits Surcharge” of approximately $2.49. Additionally, customers will not be billed the monthly REAC charge on their November 2026 statements. Combined, the average residential customer could see a one-time savings of about $14.70.
