Phoenix, Ariz. — At the Arizona Corporation Commission’s October 11, 2023, open meeting, the Commission adopted Commissioner Nick Myers’s motion to open a new docket to explore possible changes to the compensation for future rooftop solar customers.
“After five years of Net Metering, the Commission decided to revisit the issue to address the unsustainable compensation model,” commented Commissioner Myers, “now that the current Rate Comparison Proxy (RCP) compensation model has been in place for six years it is time to explore whether some of its provisions need updating for future rooftop solar customers.”
In response to robust feedback from the rooftop solar industry, rooftop solar customers, and other stakeholders, Commissioner Myers decided to narrow the topics to be explored in the new docket.
His motion directed the Commission’s Hearing Division to open a new miscellaneous docket to explore changes to the annual ten percent RCP rate reduction cap and the ten-year export rate effective period under the RCP model for future rooftop solar customers. The motion also directed the Hearing Division to carry out the proceedings in an expedited manner and it expressly excluded cooperatives from the proceedings so they can retain their current compensation methodology.
“I’m looking forward to hearing from all interested parties on this issue,” commented Commissioner Myers, “the hearing process will provide the Commissioners with the latest relevant data we need to make an informed decision that is in the public interest.”
