Master meter operators are classified into two priorities for inspections.

Priority 1: Facilities that have a higher risk of consequence should a failure occur due to the fact that these facilities are occupied by persons who are confined, who may be of impaired mobility, or would be difficult to evacuate. These facilities shall include but are not limited to, the facility types listed below:

  • Schools
  • Child day care centers
  • Retirement care centers
  • Hospitals
  • Churches
  • Health care facilities
  • Rehabilitation centers
  • Prisons

Priority 2: Facilities that have a lower risk of consequence should a failure occur. The facilities shall include but are not limited to, the facility types listed below:

  • Apartments
  • Mobile home parks
  • R.V. centers
  • Condos
  • Business facilities
  • Campgrounds
  • Industrial facilities
  • Hotels
  • Motels
  • Any other type of facilities not mentioned above that come into question, refer to the Pipeline Safety Supervisor or Designee.

    Priority 2 facilities at higher risk due to noncompliances may be changed to Priority 1 with justification and approval of Pipeline Safety Supervisor or Designee.

    All new master meter operators shall have a DIMP and OQ inspection during their initial follow-up inspection. Following the initial inspections, all master meter operators shall have supplemental program OQ and DIMP inspections conducted every five calendar years.
