Commissioner Kennedy Calls Upon the Media for Support in Publicizing Public Hearing Information at the Arizona Corporation Commission

PHOENIX – At 10 a.m. on Friday, July 17, 2020, the Arizona Corporation Commission held a telephonic public comment session on the Arizona Public Service Company (APS) rate increase request (Docket No. E-01345A-19-0236). The hearing ended early because no one attended.

Commissioner Kennedy stated, “The public didn’t attend because the public didn’t know about it. The call-in information was not even provided on the website, so anyone who was aware of the meeting could not call in. The public hearing process loses legitimacy when the public is not provided adequate notification, education, and access. As a Commission, we must be accountable and transparent to the ratepayers of Arizona. Because this Commission is failing at this, I am calling for the media to assist with publicizing these opportunities for the public to participate on such essential issues as electricity rates, reliability, health, and safety. Additionally, I am asking for input from the public on how this Commission can improve our public outreach and engagement during these rate cases to better serve the needs of the ratepayers.”

The ACC currently requires the utility that is asking for a rate increase to provide notice of the public hearings. At best, this leads to a misunderstanding that the Commission is not operating in the best interest of the ratepayer, and instead is aligned with the utility and its interests. Commissioner Kennedy will be calling for a concerted effort by this Commission to investigate actionable engagement efforts the Commission can implement immediately to bring ratepayers and traditional and non-traditional stakeholders into the ACC processes.
